Middle Eastern Cities in the Top 10 Safest: What Keeps Them Safe?

By Malak Khaled

Many cities in the Middle East are so safe that you could leave your Hermès bag lying around and find it untouched when you return.

According to the 2025 Numbeo Safety Index, the following six cities from the region rank among the top ten safest in the world, each with its own unique safety measures to boast about.

1. Abu Dhabi, United Arab Emirates – The ‘Falcon Eye’ and IRIS system

Abu Dhabi ranks as the safest city in the world, a title it has held onto for nine years in a row. While Abu Dhabi has many safety measures, two standout systems are pivotal in maintaining this outstanding security:

IRIS System

Abu Dhabi Police utilizes an eyeprint system, analyzing the unique iris patterns of individuals for identification. This iris recognition technology is both quick and highly accurate, allowing authorities to find wanted persons in mere seconds.

Falcon Eye System

The Falcon Eye system is an integrated surveillance network covering key areas like Abu Dhabi city, the international airport, and various districts. It provides real-time monitoring of traffic violations, accidents, and other incidents, ensuring swift responses and enhanced road safety across the city.

2. Doha, Qatar – Law Enforcement

Doha ranked the second safest city in the world. And even Qatar itself was ranked the safest country for expats in the Middle East, thanks to its secure and welcoming environment. One of the main things that contributes to this sense of security is Qatar’s strict legal system.

It enforces severe penalties for criminal activities, deterring potential offenders. This is complemented by vigilant law enforcement, with officers maintaining a visible presence citywide to ensure peace and security for both residents and visitors.

3. Dubai, United Arab Emirates – Drones and Fast Response Time

Ranked as the third safest city globally, Dubai’s focus on integrating advanced technologies and ensuring rapid emergency responses has significantly enhanced public security. Two key innovations stand out:

Drone Box System for High-Rise Safety

Dubai Police’s Drone Box system, a regional first, monitors high-rise buildings, providing swift responses in emergencies. These drones operate beyond visual lines of sight, capturing critical data to support decision-making and ensuring safety in densely populated areas.

Exceptional Emergency Response Time

Dubai Police has an extremely fast response rate, with an average of just 2 minutes and 24 seconds recorded in 2023. This rapid response underscores Dubai’s commitment to maintaining safety and addressing incidents efficiently.
