Dubai has added another global achievement to its growing list of accolades after being named the world’s second-most intelligent city in the inaugural BCG Intelligent Cities Index 2026. The emirate earned an impressive 80 points overall and also secured the No. 1 global ranking for the adoption of smart solutions and artificial intelligence, highlighting its leadership in using advanced technology to improve everyday life, public services, and urban development.
Only London ranked higher overall, while New York City, Washington DC, and Amsterdam completed the top five.
A New Global Benchmark for Smart Cities
The BCG Intelligent Cities Index 2026 is the first edition of the global report by Boston Consulting Group, assessing how cities use technology to better serve residents, businesses, and visitors.
The index evaluated 61 major cities across 39 countries, measuring how effectively each city integrates digital innovation into governance, infrastructure, and daily operations. Rather than focusing solely on technology, the report examines how cities use innovation to create more efficient, connected, and people-centered urban environments.
Dubai Leads the World in AI and Smart Technology Adoption
While Dubai placed second overall, it claimed the top global position in the Adoption category, outperforming every other city in implementing smart technologies and artificial intelligence.
The ranking reflects Dubai’s continued investment in AI-powered government services, smart infrastructure, and digital transformation initiatives that simplify everyday services while improving efficiency across sectors. From transportation and public services to urban planning, the city has increasingly integrated emerging technologies into its long-term vision.
Which Cities Led Each Category?
Although London secured the highest overall ranking, different cities stood out across the report’s individual categories:

- Madrid ranked first for Intelligent City Strategy.
- Dubai topped the world in Adoption.
- New York City led in Ways of Working.
- Amsterdam ranked highest for Enablers.
This distribution highlights that while several cities excel in specific areas, Dubai has established itself as the global benchmark for turning smart city strategies into real-world implementation.
