The memo opens by acknowledging the recent Hamas attack on Israelis on October 7 but proceeds to draw a line between this attack and the Israeli response that killed 10X the number of civilians so far and denounces “tolerance” for such a high civilian death toll. It offers a window into stark divisions between Biden’s public statements and the opinions of the administration’s diplomats on the subject.

According to Politico, the memo reads that this division between America’s public appearance and private inner messages “contributes to regional public perceptions that the United States is a biased and dishonest actor, which at best does not advance, and at worst harms, U.S. interests worldwide.”
