According to Youm7, Dr. Hesham Abdel Hamid � the Primary Speaker on behalf of Egypt�s Forensic Medicine Department � has just affirmed that somewhere between 70 – 80% of all Egyptian women do not reach sexual orgasm due to female genital mutilation (FGM).
Abdel Hamid further added that the fact that FGM is a procedure that involves a cutting of all or part of the clitoris, which inevitably means that women who have undergone this procedure will likely suffer from extreme sexual frigidity, and will likely not experience orgasms. This is because FGM is a medically documented cause of extreme delays in the female sexual response cycle.

With all those things being known and documented, however, FGM is still a culturally persistent practice, and it seems that no law is going to stop it. This is because the practice functions as part of the larger cultural paradigm that measures a women�s value by the presence of the hymen (a piece of skin that is in itself a medically and biologically false judge of virginity).
At the heart of FGM is the belief that cutting off all or parts of the female clitoris at a young age (usually between 4 and 10 years of age) will curb the girl�s sexual appetite. This will thereby ensure that her hymen – based virginity will remain in tact. She will maintain her own honor, and consequently her family�s owner. There it is, honor culture, again. Honor culture insists on operating on what is called a �virgin/whore dichotomy�. Every woman needs to fit somewhere within this dichotomy, even though — biologically speaking — the dichotomy makes no sense.
She needs to either be a virgin or a whore; so we know how to treat and evaluate her as a person; or whether or not she is worthy of marriage and maternity, because God forbid we stop using what lies in between a woman�s legs, as a primary measure of who she is.
With that being said, the virgin/whore dichotomy is not essentially a choice; the severe social sanctions a woman will likely face are enough to ensure it is not. A combination of patriarchy and honor – culture will ensure that she fits in the category of �virgin� before she is even pubescent, by cutting off what they believe to be is her sexuality.
With all that being said, the law alone is not enough to prevent FGM from occurring at the rates in which it does. All you need to do is look at the Egyptian Parliament to realize that legal action is not enough.
Indeed, consider the fact that Egyptian parliamentarians , i.e. law – makers, have actually encouraged variant applications of honor culture. One encouraging FGM, and the other one calling for mandatory virginity tests, this law maker himself proves that culture must be targeted.
The mere fact that any parliamentarian feels comfortable enough to call for such violations and severe applications of the virgin/whore dichotomy is in itself a cause for concern. What is even more concerning is the fact that the popular public opinion was in their favor.
While I am the biggest defender of the argument that the law has the power to transform the meaning behind an action by both naming it and condemning it, I am also a firm believer that sexism should be targeted culturally as well as legally.
The problem, however, is that honor � culture is too entrenched in daily practices that people do not view the actions, statements, and discourse associated with honor � culture as sexism. They simply view it as business.
The irony, of course, is that women�s bodies are public property in as much as it is the norm that their bodies are judged, and literally cut, by the public. On the other hand, women who expose too much of their physical skin are whores, if women at websites similar to animehentaivideos xxx were judged by the same standards they would also be classed as whores for sure, women who dare expose their intelligence are whores, and women who dare complain about rape/sexual harassment are whores.
The term whore in the virgin/whore dichotomy, thus, carries much more weight and meaning than reference to a person�s actual sexual activity. The term whore is a control over women that begins between the legs, and extends to other parts of her body.
No law that criminalizes FGM is sufficient. There needs to be policies that target civil society, its cultural institutions, and its mindset.
