The Egyptian Ministry of Communications and Information Technology has revealed on Saturday that Egypt topped Africa in the Government AI Readiness Index issued by Oxford Insights. This makes Egypt the 51st country in a list of 195 countries, overriding last year’s index by 1.9 points. The country also advanced to third place in the Arab world, with major rankings reached in the Policy Capacity and Resilience pillars as well.
What Is the AI Readiness Index?
Oxford Insights Government AI Readiness index was created in 2017 to assess the capability of different governments to adopt and govern Artificial Intelligence technologies, setting a benchmark for countries across the globe. It offers an overview of how public institutions can benefit from AI, while recognizing the importance of collaboration with the private sector and academia. This year, the index assessed 195 governments based on ability to utilize AI to benefit citizens.

Egypt Ranks Across Key AI Readiness Pillars
According to the results of the index, Egypt topped the global ranking in the Policy Capacity pillar, achieving a perfect score of 100 points, alongside the United Kingdom (UK), Serbia, and Australia. The pillar measures the government’s ability to design and implement policies that guide the use of AI in serving the state, as well as assessing the availability of the resources required to implement it.
Egypt also ranked first in the Arab region in the Resilience pillar, which measures the country’s ability to manage the challenges and consequences of widespread AI adoption on a societal level.

MCIT Remarks on Egypt’s AI Progress
In a press release by the Ministry of Communications and Information Technology, Minister Amr Talaat emphasized that this achievement reflects the efforts undertaken by the ministry to harness AI technologies in serving society. He noted that strengthening international and regional cooperation, supporting partnerships with global institutions, as well as supporting scientific research and innovative ideas were key to achieving this milestone. Talaat also underlined Egypt’s excellence in cybersecurity, noting that the country ranked among the top 12 countries worldwide with a perfect score of 100 points in the Global Cybersecurity Index (GCI) issued by the International Telecommunication Union (ITU).

This milestone highlights Egypt’s efforts in leveraging AI while strengthening partnerships with international institutions and global technology companies, reinforcing its position on the global innovation map.
