The UN Independent International Commission of Inquiry on the Occupied Palestinian Territory has found Israel responsible for genocide in Gaza.
After two years of investigations into events since October 7, 2023, the commission concluded that Israeli authorities and security forces committed four of the five genocidal acts defined under the 1948 Genocide Convention: killing, inflicting serious bodily and mental harm, creating conditions of life intended to destroy Palestinians, and imposing measures to prevent births.
The report said explicit statements from Israeli leaders and the conduct of security forces showed intent “to destroy, in whole or in part, Palestinians in the Gaza Strip as a group.” Commission chair Navi Pillay stressed that Israeli authorities at the highest levels had orchestrated “a genocidal campaign for almost two years.”

The inquiry also accused Israel of ignoring International Court of Justice orders, failing to investigate or punish perpetrators, and pursuing policies of siege, starvation, destruction of health and education systems, targeting children, sexual violence, and attacks on cultural and religious sites.
It urged Israel to lift its blockade, allow full humanitarian access, and end policies of starvation. Member states were called on to halt arms transfers, hold corporations accountable, and pursue legal measures to stop the atrocities.
“The international community cannot stay silent,” Pillay said. “Every day of inaction costs lives and erodes credibility.”
Israel’s genocide in Gaza has killed nearly 65,000 Palestinians since October 2023 and driven the enclave into famine.
