Dubai is tightening road safety rules for delivery drivers after a sharp rise in motorcycle-related offences. Starting November 1st, 2025, delivery riders will be banned from using the left lanes on major Dubai roads, according to a new directive by Dubai Police and the Roads and Transport Authority (RTA).
The decision follows a surge in violations — traffic incidents involving delivery bikes increased from 854 to 962 within a year. The move is set to curb reckless overtaking and improve overall traffic flow, especially on fast-moving highways where motorcycles face the greatest risk.

Under the new rules, riders on roads with five or more lanes will be prohibited from using the two far-left lanes. Those on roads with three or four lanes can’t use the farthest left, while two-lane roads will remain exempt. Repeat offenders could face fines of up to AED 700, and persistent violators risk license suspension.
The decision is part of a broader campaign to regulate the delivery sector — one that’s grown rapidly alongside Dubai’s booming e-commerce market — and to reduce the number of fatal and serious accidents involving riders on the city’s busiest roads.
